HJF Medical Research International, Ltd/Gte (HJFMRI) is a wholly owned subsidiary of The Henry M. Jackson Foundation for the Advancement of Military Medicine, Inc. (the “Foundation”), which is a nonprofit corporation authorized by the Congress of the United States of America. The Foundation has entered into Cooperative Agreement with the U.S. Army Medical Research Acquisition Activity (“USAMRAA”) to conduct a program of basic and applied Human Immunodeficiency Virus research, supported by the U.S. Army Medical Research and Materiel Command as part of the U.S. Military Human Immunodeficiency Virus Research Program.
On July 14, 2006, the Foundation formed, organized and incorporated HJFMRI as an independent Nigerian company limited by guarantee. The specific purposes for which HJFMRI was formed include, but are not limited to (1) serving as a focus for the interchange between military and civilian medicine for the mutual benefit of military and civilian medicine, (2) fostering beneficial cooperative efforts in research, education, and medical services by providing services and personnel as may be necessary to carry out such cooperative efforts, and (3) fostering international programs of importance to civilian and military medicine in the Federal Republic of Nigeria.
Pursuant to, and to the extent authorized by Subcontract Agreement between the Foundation and HJFMRI; HJFMRI will provide or contract to provide such resources, services, or personnel as may be necessary to support and enhance the Foundation’s cooperative efforts in medical programs in the Federal Republic of Nigeria.
Section B: Background: US Department of Defense Walter Reed Program-Nigeria The US Department of Defense Walter Reed Program-Nigeria (DODWPN) supports the United States Military HIV/AIDS Research Program (USMHRP) through its partnership with the Nigerian Armed Forces to provide prevention, care and treatment that is necessary to establish a comprehensive continuum of HIV/AIDS care. The program includes the development of a clinical capacity which the Nigerian military seeks to build upon to support research needs addressing military specific surveillance and clinical services. In collaboration with other United States Government (USG) partners in Nigeria, DODWPN has partnered with the President’s Emergency Plan for AIDS Relief (PEPFAR/EP) to build and expand upon existing military clinical and laboratory infrastructure to enhance prevention, care and treatment efforts. Field sites for the NMOD/DoD WRProgram are based in 22 military locations in 16 cities: Abuja, Lagos, Kaduna, Enugu, Jos, Port Harcourt, Makurdi, Calabar, Onitsha, Owerri, Kano, Sokoto, Warri, Ibadan, Maidugri and Benin. Both military and civilian populations are served at the field sites. By leveraging existing infrastructure, prevention, care and treatment services can be offered and will lay the foundation for future research efforts.
Job Summary: Under the supervision of the Information Systems Manager, the incumbent will assist in the design and implementation of network upgrade at Abuja Office and across DODWRPN/NMOD sites. He/She will provide technical support in network services management, local area network (LAN) and wide area network (WAN).
Major Duties: · Assist in developing proposals for new and enhanced network services to improve facilities for staff and partners involved in program activities.
· Design and document network services in accordance with IT standards.
· Install and commission equipment to provide additional network services in new or re-cabled areas.
· Assist in developing and maintaining network monitoring and management services.
· Monitors active network equipment to detect and correct faults and performance problems in a timely manner.
· Respond to all incidents from individual switch failures to large scale network service degradation.
· Participate in Major Incident teams, particularly where these relate to network security related events such as DoS (Denial of Service Attack) or virus attacks.
· Diagnose and resolve underlying problems in the infrastructure as a result of complex interactions between the network and other systems.
· Advise ITS members on how best to exploit the network infrastructure in the delivery of IT services.
· Maintain network services including newly installed CCTV system, Panasonic ACD server system, wireless networks, industrial inverter and UPS system including BTS box, E1 Pri line / VOIP
· Maintain network configuration for Apple Mac systems including all Cisco, Astaro security gateway and all networking gears.
QUALIFICATIONS · Graduate degree in electrical engineering, computer science or any related field.
· Formal certification by a major network vendor (e.g. Cisco )
Education and/or Experience: · Significant data networking experience within an IT Service environment
· Detailed knowledge of Ethernet switches and routing protocols
· A logical “engineering” approach to fault resolution – with strong analytical and problem-solving skills
· Detailed knowledge of wireless networking equipment
· Detailed knowledge of passive cabling systems, both copper (CAT5/5e/6) and fiber (multimode and single mode), and the limitations of each
· Knowledge of low level network protocols including Fast and Gigabit
· Ethernet, TCP/IP and an understanding of their use by higher level systems for service delivery
· Knowledge of IT network servers such as DNS, Active directory and DHCP
Skills/Ability: · Ability to work under pressure and prioritize workload
· Must work effectively under a team
· Excellent communication skills and the ability to interact with people at all levels
· The ability to design, develop, document and deploy a new service
